UNCROC five-year work programme
In 2003 the Committee on the Rights of the Child issued its most recent observations on the implementation of UNCROC in New Zealand. The UNCROC five-year work programme 2004- 2008 was the Government’s response to those recommendations.
The work of nine Government departments featured on the UNCROC work programme, which included items on addressing disparities in education, child and adolescent health outcomes, assisting child abuse victims and children’s employment.
The Ministry of Youth Development coordinated the UNCROC work programme, and reported to Cabinet regularly on progress with its implementation. Although the work programme is no longer current, there remain some items that are ongoing in nature. These items will reported on by the agencies leading them, in consultation with the Ministry of Youth Development, as appropriate.
New Zealand submitted its third and fourth periodic report in respect of UNCROC to the UN Committee on the Rights of the Child in November 2008. The Committee is expected to consider New Zealand’s report in late 2010. Once the Committee has considered the report it will issue New Zealand with further observations and recommendations for the implementation of UNCROC in New Zealand. These will then be used to develop an updated UNCROC work programme to respond to the Committee’s observations.
